The Near High-End Nomu are a group of incomplete High-End Nomu released by Tomura Shigaraki to distract the Heroes during the Paranormal Liberation War.

Synopsis[]
Paranormal Liberation War Arc[]
The Near High-Ends remained dormant beneath Jaku General Hospital during the Heroes' attack on the site and its subsequent destruction by Tomura's awakening. Tomura deliberately avoided destroying them with his Quirk and subsequently awoke them using Radio Waves, before giving them orders to kill every living thing they find on the surface.[1]
The Near High-Ends attack the Heroes, drawing most away from Tomura. Their efforts are impaired by their recent awakening and they fight individually like feral animals instead of coordinating, resulting in them losing half their number and wiping out half the heroes in turn before they begin to stabilize.[2]
They begin to work together as they stabilize, and as Gigantomachia arrives to reinforce Tomura only for both to be restrained by Best Jeanist, several Near-High Ends break off from the main battle to attack the hero and free their master. All four are intercepted by Lemillion, who is unable to defeat them but does draw their attention away from Best Jeanist long enough for Nejire Chan, Ingenium, and Dynamight to engage them.
The heroes and Near-High Ends fight to a stalemate until All For One, taking command of Tomura's body, calls for a retreat. The remaining ten Nomu break off from combat to collect "Tomura" and Spinner, who holds a compressed Dabi and Skeptic in his scarf, abandoning Gigantomachia, Mr. Compress, and Himiko Toga in the process. The remaining active Heroes give chase and are able to eliminate three of the Near High-Ends, but the remaining seven escape.[3][4]
The remaining Near High-Ends regroup with the Villains before accompanying "Tomura" to attack Tartarus and free All For One. They successfully break through the prison's defenses, killing guards Briareos and Gyges, and destroying numerous robots until the bridge leading to the prison is dropped into the ocean. Six continue their assault from the water while the Flying Nomu ferries "Tomura" directly to the prison. Their attack is successful and they are then sent to aid in other jailbreaks around the country.[5][6]
Star and Stripe Arc[]
As "Tomura" goes to fight Star and Stripe and claim her Quirk, he uses the Flying Nomu as a mount in order to match the mobility of the fighter jets she's using for transport. It is able to survive the collateral attacks from both Star and Stripe and her fighter jet compliment, until "Tomura" uses it as a decoy to take the majority of a Tiamat missile strike. It initially survives before he takes its Wing Quirk and commands it to Burst, causing the Near High-End to self-destruct as a distraction.[7][8]
Final War Arc[]
All For One continues to improve the Near High-Ends with new Quirks in preparation for the final battle, while Tomura takes a Regeneration Quirk from one of them to replace one of his that was destroyed by New Order.[9] When the time comes, all six remaining Near High-Ends are warped to All For One's side along with his army of villains to confront Izuku Midoriya. All six are then scattered during Operation Troy, sending two Nomu to the Gunga Mountain Villa Ruins along with All For One, two Nomu to Okuto Island with Himiko, and one Nomu to Kamino Ward with Dabi. The location of the remaining Nomu is currently unknown.
At Gunga, most of the Heroes part of the team deal with the Nomu and the accompanying Villains on the ground while All For One is fought in the air by Endeavor and Hawks. On Okuto Island, the two Nomu cause chaos for the Heroes due to their destructive Quirks constantly disrupting the water in the Aquarium. Despite this, Gang Orca realizes that the Nomu don't possess a Regeneration Quirk, meaning they can be taken down. In Kamino, after Shoto and the Flaming Sidekickers deal with Dabi, the other Heroes, having already defeated the accompanying Villains, fight the last threat being the Nomu.
During the Okuto fight, Himiko is able to use a drug All For One gave her to attract Nomu to cause the Near High-End to create another distraction, giving her the opportunity to Transform into Twice. In Kamino, after Dabi reinvigorates himself, he contacts Skeptic through the Nomu, as he had installed a communication device on it prior to the fight. In Gunga, the Heroes managed to successfully defeat and capture the Nomu, and it was among the Villains being lead away by Shishido after the arrival of Dabi and Himiko-Twice. A later report on Okuto Island would confirm that the Heroes stationed there had defeated and captured the two High-End Nomu.

č¶ å ē , ChÅsaisei?): Most of the Near High-Ends possess an enhanced form of regeneration able to heal extreme amounts of damage that has been dealt to them. - Wing: This Quirk allows the user to sprout a pair of giant wings, granting them flight. This Quirk is first seen being used by the Winged Near High-End, and is later stolen by Tomura Shigaraki.
- Burst: This Quirk allows the user to detonate itself upon command of another. This Quirk was used by the Winged Near High-End.
