The Naruhata Lockdown Arc is the ninth and final story arc in My Hero Academia: Vigilantes.
Koichi finds himself on the run from various Pro Heroes and authority forces due to being associated with BeeāPop's explosive incident, while Number 6 uses this opportunity to execute his ultimate plan: Operation Anonymous.

- It is revealed Eizo Tanuma is alive after his attack from Number 6, but in critical condition with no signs of waking up.
- Kazuho's condition has stabilized, but still remains unconscious.
- Soga Kugisaki and his crew continue to watch over Kazuho's hospital, as well as using Midnight as a mediator to provide the police with any information they know.
- Koichi keeps his distance, watching over said hospital and preparing for when he needs to act.
- He has also become fluent enough in his Quirk that he can use it to more freely fly and hop across buildings.
- Detective Naomasa Tsukauchi receives an arrest warrant for Koichi, in order to force him to surrender and comply with their demands.
- He calls in assistance from Pro Heroes Ingenium, Best Jeanist, Edgeshot, and Eraser Head, to apprehend him when negotiation talks sour.
- It is also revealed that despite the Heroes wanting to help Koichi, he continues to evade them due to not wanting to end up in another one of Number 6's traps, having already infiltrated the police once.
- Number 6 uses the in-fighting between the Heroes, Police, and Vigilantes to execute his ultimate plan: "Operation Anonymous".
- Phase 1: Using Radio Waves to shut off all the power and communications throughout Naruhata, forcing everyone to become disorientated.
- Phase 2: Blocking off all the roads with a series of minor disruptions, caused by a group of mindless drones he is controlling known as the Anonymous.
- Phase 3: Use the Anonymous to cause trouble in Naruhata through minor aggressions, such as vandalism, to create a sense of unease amongst the public, while keeping damage to a minimum to prevent the appearance of All Might.
- Phase 4: The Anonymous, who were created using Bomber Villain cells, use their Self-Detonation Quirks to overpower the Heroes and Police.
- Phase 5: Keep the Anonymous wandering outside the hospital, while he heads inside and finally kills Kazuho.
- Koichi and the Pro Heroes cease fire on their chase to help the civilians and solve the issues.
- Eraser Head stays behind to fight a group of Anonymous while Koichi re-convenes with Soga.
- Soga and Naomasa come up with a plan to take down Number 6: while Naomasa and his Police Force confront him, Soga, and then later Koichi, overwhelm him with stray shots so that he'll overuse his Quirk, allowing the Police to catch him off guard.
- Number 6 manages to escape and is forced to choose between quickly and secretly killing Kazuho, or openly killing everyone.
- Naomasa orders Koichi to fly off and summon All Might, however he decides to stay back and face Number 6 himself.
- Number 6 reveals that his "Rokuro Nomura" face was inspired by Koichi's.
- Koichi figures out that his well-timed repulsion blasts can neutralize the power of Number 6's explosive punches, and uses that to keep him distracted until everyone else is safe.
- Number 6 develops Crawler Style in order to catch Koichi, who was able to outmatch him at every moment.
- It is revealed that Koichi is able to produce his repulsion force field anywhere on his body, including his back.
- Number 6's explosion punch Ultimate Move is revealed to be called Knuckle Bomb.
- Due to his years as a vigilante, combined with his natural subconscious reflexes, Koichi is able to counter and defend every one of Number 6's attacks, remaining consistently faster than him and becoming his perfect foil: dubbed a "variant fighter."
- Number 6 transforms his body into a monstrous beast, known as the Hi-Crawler, which is capable of bypassing the limitations of Overclock, allowing him to remain in its acceleration state.
- He uses this state to execute Phase 6 of Operation Anonymous, simultaneously controlling the Anonymous hivemind to have them corner Koichi.
- He intentionally uses the Anonymous to bait Koichi to have them chase him out of town, while preparing to snipe at him from the distance using Sniper Style.
- More of Number 6's past is revealed.
- He was a nameless boy who suffered from agnosia, and was taken in as an experiment to study by Doctor Kyudai Garaki and All For One
- All For One let him choose what Hero to idolize which would shape his identity, choosing O'Clock and Overclock.
- It is revealed the mental illusion of O'Clock that Number 6 communicates with is a mental vestige of All For One that keeps watch over Number 6.
- Knuckleduster is revealed to be alive, saving Koichi by pummelling Number 6, before preparing to finish both of them off with explosives.
- In actuality, Soga had disarmed all the explosives prior to the fight, in order to prevent Knuckleduster from sacrificing himself.
- Koichi saves Knuckleduster and Soga from Number 6, blasting the two of them into the air.
- Number 6 once again transforms himself, this time by combusting the Bomber cells within his body, turning him into a being of pure plasma energy known as "Lightning Style".
- The attention from the mid-air dogfight results in the media finally arriving on the scene, with Koichi hoping will include All Might's soon arrival.
- After seemingly burning out the last of his energy, Number 6 summons and proceeds to fuse together with all the remaining Anonymous and their Bomber cells, transforming into a gigantic plasma being known as "Destruction Style" (which resembles All Might).
- Koichi's injuries, including a broken leg, arm, and ribs, finally get to him, forcing him to hide while Number 6 buries him in the rubble of a building.
- Koichi hallucinates visions of both Knuckleduster and PopāStep which give him advice and the drive to keep on fighting.
- Koichi coats his entire body in his Quirk, similar to Captain Celebrity's Flight, allowing him to move and lightly float in the air despite his injuries.
- He develops the Knuckle Style technique, allowing him to execute extremely powerful punches using the repulsion capabilities of his Quirk.
- At the same time, the real Knuckleduster and Kazuho appear to suffer their own near-death experiences.
- Realizing the blasts to Number 6's plasma body aren't deadly, Koichi decides to go all out in order to buy more time for the Heroes.
- Koichi reflects back on his time as a kid and in high school, and how he always loved playing hero, with him realizing this may be his last chance to indulge in his dream.
- Despite both Koichi and Number 6 both being on the verge of death, they continue their endless fight, visualized as the two of them as children playing hero on the playground.
- The observing All For One becomes immensely intrigued by the battle, wondering how Koichi has managed to exceed his power far beyond what should be possible.
- The Narufest gang and Hopper's Cafe crew arrive to cheer on Koichi and help escort the civilians to safety.
- Best Jeanist, Edgeshot, Ingenium, and Eraser Head return to assist in the evacuation efforts.
- Eraser Head uses Koichi as bait to distract Number 6 until further reinforcements arrive.
- The Naruhata citizens cheering on Koichi has the unintended side effect of delaying their evacuation, and causing Number 6 to explode in anguish, transforming into several smaller versions of himself that begin to explode all over the city.
- Endeavor arrives to put an end to the bombers, even despite the danger of the panicking civilians.
- All Might finally arrives on the scene, knocking the mini bombers all into the air in an instant, allowing Endeavor to safely burn them away.
- With the threat finally averted, the Pro Heroes, Team Idaten, Narufest, and Hopper's Cafe continue with the evacuation.
- Number 6's main body manages to barely survived, and tracks down Koichi on a rooftop, urged by All For One to kill him and take his body.
- However, Number 6 ignores him and confronts Koichi himself, with the latter trying to convince him to go to the hospital.
- Number 6 scratches Koichi's cheek, declaring it as leaving his "mark" on the world, as a reminder to the one person Koichi was unable to save.
- Number 6 detonates for one final time, dying as he recalls his one happy memory: listening to Pop's song.
- Pop and Knuckleduster both re-awaken, while Koichi is found by Eraser Head unconscious.
- Two weeks after the Naruhata Lockdown, Naomasa visits a recovering Koichi to interrogate him.
- He reveals despite the damage to the city, there were no civilian casualties, though Koichi still needs to be punished.
- He also states that they were only able to recover bits and pieces of Number 6's exploded body, unable to identify him.
- Captain Celebrity and Makoto suddenly appear, defending Koichi by claiming him to be Captain Celebrity's "Sidekick".
- They plan to use his and Kazuho's association to Captain Celebrity in order to help and grant them sanctuary.
- A still recovering Kazuho visits Koichi, giving him the All Might hoodie she had back.
- Despite claiming he intends to retire crime-fighting, Koichi instinctively puts the hoodie on, unable to hide his true feelings with his lie caught by Makoto's Quirk.
- Makoto gives Koichi a contract to sign, officially becoming Captain Celebrity's Sidekick.
- Kazuho continues her rehabilitation process.
- She is visited by Miu who reveals how the rest of the Narufest crew has been doing.
- The Mad Hatters Leader and Dance Squad President have been adjusting to their jobs.
- The Sisters have been taking on students to train.
- Yu got a boyfriend at her college.
- Miu herself has been working part-time at Hopper's Cafe, having failed her entrance exams.
- Hopper's Cafe is planning to expand to a second branch, which Miu is trying to brainstorm about.
- Development plans in the old Naruhata area have changed, with Makoto and the Captain Celebrity Corporation taking charge.
- All For One looks into Koichi's past, discovering nothing special, perturbing him that such incredible potential can come from such an average civilian.
- Inspired by Number 6's actions, he decides to pour their efforts into their next plan, to create an entity that they can command to take down any hero: the Nomu.
- In New York, Koichi officially becomes Captain Celebrity's Sidekick, now known as "The Skycrawler".
- He became a Hero in America due to the lawsuits and debt he racked up from the battle, preventing him from returning to Japan.
- Due to his vigilantism, Koichi's public reception is mixed, unsure of whether he should be a "hero" or a "villain".
- After single-handedly saving a falling plane from crashing into the city, Koichi's poor English causes him to say the wrong thing in an interview, causing a scandal and worsening his public opinion.
- This aftermath is reflected back in Japan, as many of his friends and acquaintances react to the news.
- Kazuho is revealed to have been released from the hospital and has resumed her daily life, keeping in contact with Koichi.
- Knuckleduster returns to his role as the Naruhata Vigilante.
