The Hero Work Recommendation Project is a new program created by the Hero Public Safety Commission to help the training of students with Provisional Hero License by assigning them to places where there are no professional heroes but with relatively low crime rate.
Prologue[]
With the retirement of All Might, society is going through a period of chaos, causing the villain acts to increase. For this reason, in late autumn, the Hero Public Safety Commission thought it urgent to train the new generation of Heroes so that they can cope with it, and devises the Hero Work Recommendation Project.
Yokumiru Mera gathers with director Nezu and All Might at U.A. High School to explain the program, and a month later Shota Aizawa informs Class 1-A that they will participate in the U.A. High's safety program sponsored by the Public Safety Commission. They will sent to Nabu Island, a remote place in southern Japan. The Pro Heroes who protected the island are about to retire, so the students will take care of the place until the arrival of new heroes. Shota warns them that, by regulation, teachers cannot be there to support them. So, if something happens, they are responsible for serving themselves.
Until the replacement arrival, Class 1-A will perform duties as real heroes acting like their own "Hero Office". Despite the responsibility that this implies, Nabu Island is a peaceful place with a crime rate that has been non-existent for thirty years, so the work will involve mostly minor deeds, although it is an excellent opportunity for the students to gain experience.[1]
Hero Work Recommendation Project[]
After establishing the headquarters, the class takes requests and calls from all the civilians: Mashirao, Shoto, Minoru, Tsuyu, Rikido, Mezo, Fumikage and Sero monitor the popular tourist beach area; Koji retrieves lost pets; Tenya goes to assist an old lady who had a broken back to the hospital; Denki is called to charge up a farmer's tractor battery; Yuga and Mina clearing a highway road blocked by boulders; Eijiro helping a fisher and his family load up on a semi-truck; Momo fixing a scooter; etc..., Katsuki is the only member of the class to not have taken a call all day. He claims it's because he's waiting just in case a real villain actually shows up.
Ochaco gets a call from a little girl who's lost her brother somewhere on the island. Izuku, Ochaco, and Kyoka search the island and find the little boy named Katsuma after an hour. His sister Mahoro appears and scolds Izuku for taking so long to find them. She doesn't appear to be fond of heroes and takes her brother away. Ochaco and Kyoka are confused by the exchange but Izuku is just happy the little boy is with his sister.
At the end of the day, the villagers reward Class 1-A with lots of food for dinner. Eijiro, Hanta, and Denki make sure that Katsuki keeps watch during the night shift since he didn't do anything during the day. When he returns to the agency, he talks to Izuku until they are interrupted by Katsuma, who tells them a villain has appeared in the castle ruins. Katsuki and Izuku rushed over to where Katsuma said the villain is located. Katsuki arrives on scene first to confront the giant mantis villain but quickly realizes it is nothing but an illusion created by Mahoro with her Quirk. Katsuki angrily scolds Mahoro and Katsuma for having faked a villain attack before Izuku restrains him while the two kids run away.
The next day, Izuku comes across Katsuma again, who apologizes for his sister's prank last night. By sunset, while the U.A. Agency continues doing odd jobs around the island, villains crash a large ship into the dock on the main island. Nine's crew of villains invade and the leader tells Chimera and Mummy to create distractions while he hunts down the boy. Mahoro calls the agency to tell about the villain attack. The phone service was cut off after Chimera destroyed the communication towers, rendering all connections to the outside world severed.
Tenya splits the class into groups in order to deal with the separate threats. Katsuki, Denki, and Eijiro save Minoru's group at the mall from Mummy. The villain is able to wrap Katsuki up using his costume. He proves too much for Denki and Eijiro but Katsuki is able to free himself by detonating one of his Grenadier Bracers. He defeats the villain by unloading all of the explosive power of his remaining gauntlet.
Shoto and Tenya support the team on the beach but Chimera effortlessly outclasses them with his adaptable abilities. The beach team is able to hold their ground and evacuate all bystanders away from harm. Meanwhile, Mahoro and Katsuma try to return home but they're confronted by Nine himself, who wants to steal the boys Quirk. Izuku arrives in time to save them and fights Nine using 20% of One For All, but Nine can use multiple Quirks and get rid off him.
Before Nine disposes of Izuku, Mahoro creates a giant illusion of the young hero and gets Katsuki's attention. Katsuki arrives and works with Izuku to defeat the villain, but his ability to control lightning defeats the boys. As a result, Nine suffers from his cell degeneration disease and is unable to continue fighting. Slice arrives to take Nine away and signals to her fellow villains to retreat.
At night, Class 1-A regroups and shelters everyone to treat the wounded and feed the hungry. Katsuma uses his Quirk to activate Izuku and Katsuki cells, allowing for quicker healing. Class 1-A holds a meeting to discuss their plan going forward. Momo created a drone to send an SOS out to the mainland but won't arrive for six more hours. They try to figure out what the villains are after and Katsuma reveals Nine is trying to steal his Quirk. Inspired to save the boy, Class 1-A creates a plan to relocate everyone to a large cave on one of the smaller islands. This way, the villains only have one route to get to Katsuma and everyone has an escape route if needed.
The next morning, Nine and his crew arrive at the entrance to the island. They fall into Class 1-A's trap and are forced to split up by Yuga and Momo's Ultimate Moves. Slice is lead into a cave and duels with Fumikage and Mina, while Chimera has to face Tsuyu, Tenya, Eijiro and Shoto. Thanks his teammates, Shoto is able to freeze Chimera by pushing his ice powers to the limit. Meanwhile, Fumikage's Dark Shadow goes berserk when Slice injures Mina, and it defeats Slice at the cost of imploding the cave.
On the surface, the remaining students attack Nine in waves to force him to use his Quirks as much as possible. Despite their greatest efforts, they're unable to stop Nine. Izuku and Katsuki step up to face him and appeared to be defeated once again. They both fight valiantly and force Nine to overuse his powers. Nine goes beyond his limit and uses the powers of all his Quirks to crush Izuku and Katsuki. Realizing the only way to win was to share the power of One For All, Izuku transfers his powers to Katsuki. Izuku and Katsuki both use One For All at 100% and defeat Nine once and for all.[1]
Aftermath[]
After Class-1-A emerged victorious over the threat, a field force of professional heroes and the military arrived on Nabu Island, rescuing the trapped civilians and medically treating Class 1-A. The local residents are provided with humanitarian aid, and Mummy, Chimera and Slide are arrested. Without anyone knowing, Tomura kills Nine.
Class 1-A continues to stay on Nabu Island to help repair the damage done by Nine and his villains until the Public Safety Commission suspends the program and orders them to be sent home. With the island being repaired by the military and the heroes, Class 1-A boards a ferry to leave. As Class 1-A leaves Nabu Island, Izuku say his good-byes to Katsuma and Mahoro and tells the little boy that he can be a hero.[1]
